I just wanted to share some information from Microsoft, for those experiencing the below error when trying to upgrade to Microsoft Dynamics CRM 4.0.
Error message when you upgrade to Microsoft Dynamics CRM 4.0:
"Error System.Exception: Action Microsoft.Crm.Setup.Server.ExportXmlAction failed"

SYMPTOMS
When you upgrade to Microsoft Dynamics CRM 4.0, you receive the following error message:
Error System.Exception: Action Microsoft.Crm.Setup.Server.ExportXmlAction failed.
CAUSE
This problem occurs because the connection to Microsoft SQL Server times out.
RESOLUTION
Resolution 1
To resolve this problem, add the OLEDBTimeout registry subkey to increase the time-out values. To do this, follow these steps: Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.

Click Start, click Run, type regedit, and then click OK.

Locate the following registry subkey: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSCRM

Right-click MSCRM, point to New, and then click DWORD Value to create a new DWORD value.

Rename the DWORD value to the following value:OLEDBTimeout
5.
Right-click the DWORD value, and then click Modify.
6.
In the Edit DWORD Value dialog box, type 86400 in the Value data box, and then click OK.Note The value of 86400 is equal to 24 hours.
7.
Exit Registry Editor. Note After you successfully upgrade to Microsoft Dynamics CRM 4.0, you should delete the OLEDBTimeOut registry key or set the value back to the original value again.
Resolution 2
Make sure the Microsoft CRM user record for the user that is running the upgrade is enabled in Microsoft CRM 3.0 before the upgrade to Microsoft Dynamics CRM 4.0 is started.

Click Settings, click Administrations, click Business Unit Settings and click Users.
2.
Highlight the user and click More Actions and click Enable.
